As the Quad Committee forges on with its investigations, more and more revelations relating to the past administration’s filthy and gut-wrenching tactics are coming out.

Former President Rodrigo Roa Duterte’s (“FPRRD”) “war on drugs” is a sham. As the president of the Philippines, FPRRD had unrestrained power as each government official hastened to kiss his feet. He had all the power to get rid of those who opposed him and those who refused to do his bidding. The Philippine Drug Enforcement Agency’s (“PDEA”) protocol requires that every name indicated in the drug list must be a verified drug user, pusher, or drug lord. However, investigations reveal that FPRRD had unfettered power to simply include a name in the “President’s [drug] list” without the need for any verification.

During the interpellations involving NAPOLCOM Commissioner Edilberto Leonardo (“Leonardo”) and former Philippine Charity Sweepstakes Office (“PCSO”) General Manager Royina Garma (“Garma”), the Committee relentlessly pressed them on details concerning the June 28, 2016 meeting held at the Department of Public Works and Highways (“DPWH”) in Davao City. Ostensibly billed as a “courtesy call” to FPRRD, this gathering was attended by members of the Philippine National Police (“PNP”) classes of 1996 and 1997, alongside notable sycophants like Senator Bato Dela Rosa and Senator Bong Go. Investigations indicate that the meeting was a cover for discussing the “Davao Template,” the notorious blueprint for the “war on drugs” that first took shape in Davao City.

While the details of the Davao Template have yet to be revealed, this same template was linked to the Barayuga Slay. On 30 July 2020, then PCSO Board Secretary Wesley Barayuga (“Barayuga”) was shot to death by a man on a motorcycle. Barayuga vehemently opposed of the granting of permits to various small town lotteries (“STL”) which Garma brokered to the PCSO. The STLs were one of Garma’s sources of income and which was also used to fund FPRRD’s “war on drugs”. To get rid of the obstacle, Garma assigned a service vehicle to Barayuga to ensure that his movements would be tracked. After a hard day’s work at the PCSO, Barayuga was murdered in cold blood.
This method seems consistent with the harassment faced by Iloilo Mayor Jed Mabilog (“Mabilog”), who was persistently labeled a drug figurehead by Duterte during televised tirades. He was summoned to Camp Crame to resolve issues with Dela Rosa. Thankfully, a timely warning prevented him from becoming the next victim of FPRRD’s brutal machinations.

Truth be told, these incidents remind this author of the killing of the three (3) Chinese nationals inside the Davao Penal Colony. The objective of the “war on drugs” was to get rid of anyone and everyone who intended to the FPRRD. Only someone with nearly unlimited power can care about this carefully planned tactic.
