Metro Manila will remain at Alert Level 2 until February 28, based on the decision of the Inter-Agency Task Force (IATF) on Emerging Infectious Diseases.
Acting presidential spokesperson Karlo Nograles made the announcement, after the Metro Manila Council, or board made up of 17 Metro Manila mayors, agreed to keep the region on Alert Level 2 until the end of February as only five of the 17 local governments remain. units in NCR are considered “low risk” in COVID -19 while others are “moderate risk.”
Another reason is the campaign period where the political activities of the running candidates are expected where the crowd of citizens is unavoidable.
Under Alert Level 2, certain establishments and activities will be allowed at 50% capacity indoors for fully vaccinated adults (and minors, even non -vaccinated), and 70% capacity outdoors.
Alert Level 3 includes areas of Iloilo City, Iloilo province, Guimaras, Zamboanga City, Davao de Oro, Davao Occidental and South Cotabato.
At Alert Level 3, some establishments will be allowed to operate at 30% indoor venue capacity but only for fully vaccinated people, and 50% outdoor venue capacity as long as the employee is fully vaccinated.

Includes in-person classes, contact sports, funfairs, fairs, and casinos in activities and establishments not permitted in Alert Level 3.
The other area is on Alert Level 2 from Feb. 16-28 are: Abra, Apayao, Baguio City, Benguet, Ifugao, Kalinga, Mountain Province, Dagupan City, Ilocos Norte, Ilocos Sur, La Union, Pangasinan; Batanes, Santiago City, Cagayan, Isabela, Nueva Vizcaya and Quirino; Bulacan, Angeles City, Aurora, Bataan, Nueva Ecija, Olongapo City, Pampanga, Tarlac and Zambales; Cavite, Rizal, Batangas, Laguna, Lucena City and Quezon Province; Marinduque, Occidental Mindoro, Oriental Mindoro, Palawan, Puerto Princesa City and Romblon; Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate, Naga City and Sorsogon.
In Visayas-Aklan, Antique, Bacolod City, Capiz and Negros Occidental; Cebu City, Lapu-Lapu City, Mandaue City, Bohol, Cebu, Negros Oriental and Siquijor; Ormoc City, Tacloban City, Eastern Samar, Leyte, Northern Samar, Western Samar, Biliran and Southern Leyte.
In Mindanao – Isabela City, Zamboanga del Sur, Zamboanga del Norte and Zamboanga Sibugay; Bukidnon, Cagayan de Oro City, Camiguin, Iligan City, Lanao del Norte, Misamis Occidental and Misamis Oriental; Davao City, Davao del Sur, Davao del Norte is Davao Oriental; General Santos City, North Cotabato, Sarangani and Sultan Kudarat; Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur, Butuan City and Dinagat Islands; Basilan, Maguindanao, Sulu, Tawi-Tawi, Cotabato City and Lanao del Sur.
