There is a right way for the government to fix the lives of Filipinos without passing new regulations that only result in a worse situation, according to Partido Reporma presidential candidate Panfilo “Ping” Lacson.
He said it would be more appropriate for the national government to provide programs that train their skills to Filipinos, especially officers and staff who serve in various government agencies and local governments.
“It’s called capacity building. Let’s capacitate ‘those municipalities that are a bit lacking, that is, incapacitated-help,” Lacson said so that everyone can feel the significant change.
The presidential candidate has already done this when he learned that some local government units (LGUs) do not have planning officers in their respective towns with adequate training for long-term community planning.
In his limited tenure as rehabilitation czar of the Aquino administration for the damage left behind by Super Typhoon ‘Yolanda’, Lacson helped send some LGU officers to the Local Government Academy or Development Academy of the Philippines.
This gave 161 community planners the opportunity to learn how to create and implement plans for long-term development, Lacson said.

This was also done with the help of his collaboration with the United States Agency for International Development (USAID) which provided a $ 10 million study grant. It benefited 171 LGU employees for their implemented plan for rehabilitation and recovery after the ‘Yolanda’ hit.
