Former PCSO General Manager Royina Garma attended the Quad Committee today September 12, 2024, displaying a psychopathic killer look throughout the proceedings. Garma is under intense scrutiny for her direct role in the 2016 assassination of 3 Chinese drug lords—Cho-kin Tong, Jackson Lee, and Peter Wang—inside the Davao Prison and Penal Farm (DPPF). Recent testimonies presented in the Quad Committee hearings have shed light on her central role in coordinating and approving these targeted killings, positioning her as Duterte’s enforcer.

Through Fortaleza, Garma had ordered that Tata Tan and Andy Magdadarog kill the Chinese drug lords while they were all kept inside the prison cell. She also threatened Padilla not to interfere with the operation; otherwise, his family would be put in danger. Of course, Garma oversaw the whole operation for former President Rodrigo Roa Duterte (“FPRRD”) which was made clear during today’s hearing. When asked to identify who Garma was among the persons present, PDL Jimmy Fortaleza courageously pointed to the woman seated a few chairs away from him and told the Quad Committee that she was Garma, his previous classmate at the Philippine National Police (“PNP”) academy.
Garma has known close ties with, if not a romantic connection, Digong. In fact, during Digong’s term as president, Garma remarkably rose through the ranks and was even appointed by Digong as the General Manager of the Philippine Charity Sweepstakes Office (PCSO). This decision raised significant criticism, given Garma’s background as a police officer and her lack of relevant experience in the charity sector. Previously, she held the role of Director of the Cebu City Police Office and had connections in Davao City, where she likely developed ties with Duterte during his time as mayor. What initially seemed to be a strategic appointment has now evolved into a troubling revelation of her complicity in Duterte’s extrajudicial killing operations

In a damning testimony during the Quad Committee Hearing held last August 29. 2024, former DPPF Superintendent Gerardo Padilla revealed that Garma had explicitly instructed him not to intervene in the execution of the drug lords. He recalled her ominous directive: “May mga tao kami dyan na gagawa at huwag mo na kwestiyonin… whether you like it or not we will operate; do not interfere, baka madamay pa pamilya mo.” This statement highlights how Duterte effectively used Garma to further his violent agenda, transforming the police into enforcers of his policies.
Further deepening the scandal, key figures in Duterte’s inner circle have been implicated, notably Senator Bong Go, who was Duterte’s right-hand man, and former Philippine National Police (PNP) Chief and now Senator Ronald “Bato” Dela Rosa, Duterte’s EJK enforcer. Their loyal support of Duterte’s policies enabled the culture of violence that permeated the police force. They not only backed the brutal anti-drug campaign but have also played direct roles in facilitating the extrajudicial actions taken by operatives like Garma. Their close relationship with Duterte allowed them to help legitimize and execute his brutal agenda.
Adding to the mounting allegations, witness Leopoldo Tan Jr. disclosed that the kill order reportedly originated from Duterte himself. He recognized the former president’s voice during a phone call made to Padilla following the murders, where Duterte congratulated him for executing the plan. This revelation implicates Duterte as the mastermind behind these heinous acts, using figures like Garma, Go, and Dela Rosa to carry out his lethal orders. Today, Padilla confirmed the existence and the contents of this call solidifying Duterte as the mastermind of the heinous killings.
Not only do Duterte, Go, Bato, and Garma have the looks of a killer, but they likewise carry the stench of decaying bodies – those of the EJK victims.
