Mon Tulfo, the former special envoy to China under former President Rodrigo Roa Duterte (FPRRD), exposed during an interview that Former Police Colonel Royina Garma was a girlfriend of FPRRD. Mon Tulfo, a close friend of FPRRD, even during his days as Davao mayor, said that it cannot be mistaken that Duterte and Garma are sweethearts.

According to Tulfo, he visits the former president when he goes home to Davao. When he visited Duterte once while he was still mayor, they had dinner with Garma. When Garma left to use the washroom during the dinner, Tulfo questioned why Duterte was with an ugly woman considering all the ladies that FPRRD previously laid in bed with. Duterte said that it’s fun to make love with a lady wearing a uniform.

Tulfo also asserted that Garma was appointed as general manager of the Philippine Charity Sweepstakes Office (PCSO) all because of her relationship with Duterte. In 2019, Duterte fired Retired Marine General and PCSO General Manager Alexander Balutan on alleged corruption claims. Afterwards, Garma took the place of Balutan by appointment with Duterte. According to Tulfo, Garma was also appointed as PCSO general manager because of the influence asserted by Bong Go and former Executive Secretary Salvador Medialdea.

Garma was able to replace Balutan, a competent and respected PCSO general manager, over false claims of corruption and her close connection and illicit relationship with Duterte. All it takes is to sleep with FPRRD and you’ll be set for life.

Tulfo’s revelation is contrary to the statements made by Garma during a hearing of the Quad Comm. Garma asserted that she was not close with Duterte and that she received no favors from him. Now we all know that this is not true. All you had to do was to sleep with Duterte and you’ll be appointed as PCSO general manager even if you are not qualified to do so. Garma’s love for FPRRD made her weak and she was easily manipulated by Duterte to do her bidding. She let herself be used so that Duterte could implement his policy on the war on drugs.

The true intentions of FPRRD and Garma’s relationship are now unmasked. All she told were lies during the Quad Comm hearing, to defend the non-existent honor of her lover. As a woman separated from her husband, Garma missed the touch of a man and she willingly fell into the arms of Duterte to satisfy her. Now, she’s suffering the consequences of her action, and FPRRD, as a known manipulator, threw Garma under the bus and left her to rot for her own mistakes.
