The “Boses ng Bayan” initiative of the RPMD Foundation Inc. (RPMD) is a comprehensive assessment program that evaluates the job performance of 148 City Mayors across the Philippines. Designed to promote accountability and public service excellence, the initiative employs a structured survey methodology to gauge Mayors’ effectiveness in governance, public service, and responsiveness to their constituents’ needs.

An independent, non-commissioned survey has unveiled the 20 top-performing city mayors in the Philippines, celebrating these leaders for their exceptional dedication and service among the nation’s 149 city mayors. Leading this distinguished list is Quezon City Mayor Joy Belmonte (90.58%), joined by Mayor Jeanine Sandoval (90.36%) of Malabon City, Mayor Eric Singson (90.32%) of Candon City, Mayor John Rey Tiangco (90.19%) of Navotas City, Mayor Ahong Chan (90.15%) of Lapu-Lapu City, Mayor Samsam Guillas (90.07%) of Talisay City, Cebu, Mayor Eric Olivarez (89.88%) of Parañaque City, and Mayor Along Malapitan (89.63%) of Caloocan City. These outstanding Mayors have demonstrated exemplary governance, proactive community engagement, and a deep commitment to public service, earning them high regard as top-tier performers in the Philippine local government.

The list continues with additional top-performing city mayors who have distinguished themselves in the survey. Sharing the second rank are Mayor John Dalipe of Zamboanga City (88.71%) and Mayor Albee Benitez of Bacolod City (87.82%). The third-place achievers include 𝐌𝐚𝐲𝐨𝐫 𝐉𝐞𝐫𝐫𝐲 𝐓𝐫𝐞ñ𝐚𝐬 of Iloilo City (87.65%), 𝐌𝐚𝐲𝐨𝐫 𝐑𝐨𝐬𝐬 𝐑𝐢𝐳𝐚𝐥 of Calamba City (87.38%), Mayor Art Robes of San Jose del Monte City (87.35%), Mayor Nikko Nacional of Maasin City (86.91%), and Mayor Inbday Oaminal of Ozamis City (86.88%). Tied for the fourth position are Mayor Benjamin Magalong of Baguio City (86.54%), Mayor Vima Calauag of San Fernando, Pampanga (86.31%), Mayor Lucy Torres-Gomez of Ormoc City (86.22%), and Mayor Frederick Siao of Iligan City (86.18%). Ranking fifth is Mayor Hemenegildo Gualderto of San Fernando, La Union (85.49%), Mayo Marilou Morillo of Calapan City (85.37%), Mayor Maila Ting-Que of Tuguegarao City (85.26%), and 𝐌𝐚𝐲𝐨𝐫 𝐃𝐚𝐫𝐞𝐥 𝐔𝐲 of Dipolog City (85.15%).

Other notable achievers include Mayors who ranked sixth, namely Mayor Socrates Tuason of Masbate City (84.31%), Mayor Bruce Matabalao of Cotabato City (84.22%), Mayor Alfred Romuladez of Tacloban City (84.17%), and Mayor Myca Vergara of Cabanatuan City (83.99%). In seventh place, 𝐌𝐚𝐲𝐨𝐫 𝐁𝐚𝐬𝐭𝐞 𝐃𝐮𝐭𝐞𝐫𝐭𝐞 of Davao City (83.27%) and Mayor Beverly Dimacuha of Batangas City (83.25%) have tied. Ranking eighth are Mayor Jose Marie Diaz of Ilagan City (82.18%), Mayor Sitti Djalia Turaban-Hataman of Isabela City (82.16%), Mayor Michelle Rabat of Mati City (82.14%), and Mayor Arlene Arcillas of Sta. Rosa City (82.12%).

The ninth-place ranking includes Mayor Lemuel Acosta of Oroquieta City (81.15%), Mayor Nelson Legacion of Naga City, CamSur (81.13%), Mayor Lor Pacquiao of General Santos City (81.11%), and Mayor Lucio Bayron of Puerto Princesa City (81.06%). Finally, rounding out the top performers are Mayor Jose Paolo Evangelista of Kidapawan City (80.13%), Mayor Rey Uy of Tagum City (80.11%), and Mayor Majul Gandamra of Marawi City (80.05%), who all share the tenth position.

The survey underscores the dedication and effective leadership of mayors from diverse regions, honoring those who have consistently uplifted their communities through committed service and proactive governance. This nationwide survey for the second quarter (Q2) encompasses a statistically representative sample of residents in each city, capturing various perspectives across various demographics. A total of 10,000 respondents are selected through random sampling to ensure accuracy and fairness, with critical parameters including public safety measures, social services, infrastructure development, transparency, and overall satisfaction with local government performance. This assessment provides an authoritative evaluation of leadership effectiveness, acknowledging high-performing mayors who have significantly contributed to their communities.

By highlighting the accomplishments of local leaders, RPMD’s “Boses ng Bayan” initiative remains an essential tool in fostering transparent governance and encouraging progress across the nation’s cities.
