Sources close to former President Digong Duterte revealed that he gallantly defied all odds to appoint
Royina Garma as Philippine Charity Sweepstake Office (“PCSO”) General Manager during his term. Despite
the exemplary leadership displayed by retired General Alexander Balutan, March 2019 news reports reveal
that Balutan was fired allegedly due to corruption. On 15 July 2019, Royina Garma assumed the position as
the new General Manager of the PCSO, replacing the retired General Balutan.
During the Fifth Quad Committee Hearing, Garma revealed that she availed of the early retirement of the
Philippine National Police (“PNP”) in 2019 because she intended to focus on her child who had special
needs. According to her, she retired without any prospects in mind. It was only when news reports
involving Balutan’s alleged corruption did she decided that she could become the new General Manager of
PCSO. Armed only with a quick Google search of PCSO’s charter and her “passion for charity”, she wrote to
Digong of her intention to become the new General Manager and coursed this through FPRRD’s Yaya Bong
Go around the time that Balutan was fired. She had no background in gaming and charity,
except for the flimsy excuse that she was not alien to “charity” because her special needs child needed
help.
Something doesn’t add up. How could a single mother with no other source of income give up her only
job without any prospective jobs in mind? She would be risking everything, including the idea that
her child may be without food for the next few days, weeks, or months. Only someone who is
sure that she has something lined up for her would risk her daughter’s well-being. True enough, she was
appointed as PCSO General Manager in just 15 days after her retirement, not because of her own merits
but because she was close to Digong.
So how close was she to Digong? Reliable sources reveal that Garma has always accompanied
Digong. She occupied various law enforcement positions during Digong’s mayoral terms, supposedly to
ensure that law enforcement smoothly cooperated with the local government. That wasn’t the only
position that she occupied though. She also occupied Digong’s bed, his lap, and maybe the space between
his legs (or did he occupy the space between hers?). True to his reputation as the dirty old man, Digong
has been quoted as saying that a woman in uniform is great in bed, even if her face looks
terrifying and unsightly.
In exchange for their trysts, Garma got everything that she wanted – a high position in government,
mountains of money, and people working for her out of fear. She was willing to do anything and everything
for Digong, including operations involving extrajudicial killings, just to aid Digong and his cohorts in their
drug trade monopoly. In exchange, Digong got an ever-loyal servant who was not only willing to serve him
as the higher authority but also willing to serve him in bed.
