Vice President Sara Duterte has been under scrutiny since the start of her term due to her insistence on having a huge amount of confidential funds. She claims that this will allow her to perform better, gather more intel and information, and properly support the needs of the President. However, the other government agencies that primarily handle these functions do not need confidential funds. These agencies can operate effectively with the funds budgeted for their offices, following the country’s procurement laws.
The truth is that VP Sara insists on having confidential funds so she can use them for her own corrupt and selfish purposes. There is no need for the Office of the Vice President to have confidential funds, let alone the exorbitant amount she insists on. Confidential funds would allow VP Sara to spend without being subject to government oversight and in violation of the country’s procurement laws.
Congress has repeatedly shown during hearings that there is no justification for the Office of the Vice President to have confidential funds. Most items purchased with these initial funds could have been acquired following the government procurement.
When VP Sara is asked about her office’s expenditures, she refuses to answer properly and honestly. She seems to think she is above other government agencies’ scrutiny. The only reasonable explanation for this is that she wants blanket authority to spend hundreds of millions of pesos that belong to the Filipino people. She does not want to be held accountable for her expenditures because she knows that if receipts and records were shown, she would not be able to justify them.
VP Sara’s refusal to answer questions regarding her use of the confidential funds also reveals a pattern of avoiding accountability, similar to her father, former President Rodrigo Duterte, during his controversial bloody drug war. Her refusal to answer budget questions and tendency to blame others for political motives instead of discussing the real issues reflect her arrogance. This spoiled and arrogant behavior undermines the trust that the public and Congress need to have in officials who manage large sums of taxpayer money. With all the issues regarding her office’s budget and her controversial use of confidential funds, it is clear she is not fit for public office.
It is not far-fetched to think that VP Sara is using these confidential funds, and perhaps even funds from the Department of Education, to fill her war chest for the upcoming 2028 Presidential Elections. Hearings have revealed that VP Sara has been misusing her office’s funds and dares to request more. As the saying goes, the apple does not fall far from the tree. VP Sara is former President Duterte’s daughter, and they share the same character. They seem to believe that Filipinos can be swayed by appeals to emotion. But the Filipinos are smarter than that; they will not fall for the Duterte family’s lies.
